I have a question. Is Frame Relay used at User Network Interface (UNI)
or Network Network Interface (NNI) or both ?

Both.

NNI between frame switches in two different FR networks (i.e., between
two different carriers), UNI between frame switch and end-user CPE.

The short answer is "both." The UNI and NNI are subsets or elements of
the frame relay protocol.
